Technica Corporation is seeking a highly motivated, self-directed individual to fill the role of Director of Business Development & Capture to identify and collaborate with U.S. federal law enforcement and homeland security stakeholders. Successful candidate will identify and shape near-term and long-term opportunities, build a pipeline and conduct activities associated with opportunity identification, qualification and capture.

Responsibilities

  • Develop strategic and tactical plans for business growth
  • Develop key business relationships in the government marketplace, with primary responsibility for identifying and developing opportunities for business expansion
  • Generate and maintain extensive knowledge of current developments in the US law enforcement and homeland security offices in order to assess current and upcoming needs and identify and shape opportunities
  • Conduct competitive assessments
  • Write complete and concise competitive bid analyses for executive management review
  • Capture complex services contracts meeting or exceeding financial targets
  • Work with account teams to generate and maintain extensive knowledge of current developments in target accounts and related federal civilian offices to assess current and upcoming needs to identify and shape opportunities
  • Develop value propositions through program strategies, supporting business cases and project plans
  • Develop early win strategies and evolve the strategy throughout the Capture lifecycle
  • Strengthen key vendor, supplier and partner alliances and bring new products/solutions capability into the company's portfolio
  • Develop strategic (3-5 year) and tactical (1-2 year) plans for business growth
  • Develop and maintain key business relationships in the government marketplace with primary responsibility for identifying and developing opportunities for business expansion
  • Maintain and foster territory relationships with key partners and OEM manufacturers
  • Write complete and concise competitive bid analyses for executive management review
  • This position will require travel of 10-20%.


Requirements

  • Bachelor's Degree
  • Knowledge of the Federal Law Enforcement and Homeland Security business environment and proven successful business development experience in this market required
  • Conversant in areas of network operations, data center operations, applications development, cyber operations and artificial intelligence
  • 7+ years of business development experience; minimum 10 years of overall experience in related fields
  • Knowledge and experience with Federal Law Enforcement and Homeland Security procurement and contracting processes
  • Proven ability to build and maintain excellent relationships with clients
  • Proven ability to utilize critical thinking skills required to identify/shape opportunities and develop value propositions
  • Experience with engineering services level of effort determination, competitive analysis and project pricing-to-win
  • Experience working the entire capture process- to include team building, developing win themes, procurement influence, and strategic positioning
  • Strong interpersonal and communication skills to interact with all levels of personnel - executive management, management, technical and administrative
  • Excellent organizational skills with the ability to work on multiple projects of varying complexity simultaneously
  • Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint and Project)
  • NAC / Eligible for security clearance


Desired

  • Direct experience in selling new business to Federal Law Enforcement and Homeland Security offices
  • Experience working in a Shipley-based or other structured capture environment
  • Knowledge of software development, cyber security, mobility, big data and/or cloud infrastructure
  • Active DOD, FBI or DHS Security Clearance
